The Albion attacker came off the bench in the 63rd minute, replacing Arsenal's Ethan Nwaneri, but couldn't prevent the Young Lions losing their last group match.
The Germans ran out 2-1 victors at the Štadión pod Zoborom in Nitra (Slovakia), with AFC Bournemouth's Alex Scott scoring for Lee Carsley's team against their table-topping counterparts.
Despite defeat, results elsewhere between Czechia and Slovenia meant Fellows and his team-mates progressed to the quarter-finals of the competition after securing second spot in Group B.
England will play Spain at the Anton Malatinský Stadium on Saturday, June 21 (ko 8pm), and after 27 minutes on Wednesday evening, Albion's wide man will hope to feature again and help his team protect their status as tournament holders.
