ALBION are processing a work permit application for Cristian Gamboa after agreeing a deal with Norwegian club Rosenborg to sign the Costa Rica international for an undisclosed fee.
The Baggies have also agreed personal terms with the right-sided player, who has passed a medical.
Gamboa started all five of Costa Rica’s World Cup matches in Brazil as Los Ticos won Group D and reached the quarter-finals.
However, the 24-year-old has not played the requisite number of international games over the past two years to get his work permit automatically endorsed by The FA.
The matter is set to go before an FA appeal panel on a yet-to-be-confirmed date.
